The Tribeca Film Festival was founded in 2002 by Jane Rosenthal, Robert De Niro and Craig Hatkoff to help revitalize the economy in lower Manhattan after 9/11. The Festival has flourished each year and has become one of the most prestigious film festivals in the world. Active Shooter Response:
Most US law enforcement agencies prefer team tactics, where the first officer on the scene secures the scene and waits for help to arrive. Meanwhile, each passing second may well result in the death of another innocent victim.

The Israeli approach trains each agent to attack the threat quickly using proven and effective techniques. If possible, the agent’s attack will eliminate the threat. If that is not possible the goal is to make the attacker focus on the responding officer and not the victims.
