The Problem
Most facility protection programs are limited in their ability to prevent and mitigate threats. They are  reactive in nature & exhibit areas of weakness:
  • Lack of comprehension of Design Base Threat (DBT) needed to guide & direct security operations
  • Passive mind set that emphasizes reactive instead of proactive measures
  • Ineffectiveness of security & general staff because of poor training

Limited counter-surveillance measures & training  Procedures for incident response are also absent. Inadequacies in planning & training lead to facility security & safety personnel unfamiliar with incident response best practices. Deficiencies include:

  • Limited threat recognition
  • Insufficient primary & alternate communications, lack of command, and control
  • Lack of critical decision making process
  • Poor training & ineffective drill
