Frank Papalia

Vice President of Fire & Life Safety Training

Frank Papalia is the Vice President of Fire & Life Safety Training for Global Security Group. A retired New York City Fire Department (FDNY) Lieutenant, he has over 20 years of experience with the FDNY and 30 years as a volunteer firefighter. He holds both a Bachelors degree in Fire and Emergency Service (Summa Cum Laude) and a Master of Public Administration in Emergency Management from John Jay College of Criminal Justice. He is also a certified Fire Service Instructor, Frank has been trained in terrorism and arson investigation as well as the National Incident Management System.

He is the lead instructor for the following GSG classes:

  • Fire Safety Director
  • Emergency Action Plan Director
  • Construction Site Fire Safety Manager
  • Fire Safety Coordinator; and
  • Building Operations, Maintenance and Recordkeeping.

Frank is widely regarded as the most effective instructor for all the mandatory FDNY courses required by Local Laws 5 & 26 and other sections of the NYC Fire Code. His students are well-prepared to take the FDNY exams and consistently out-perform students taking the same courses at other schools.

As a highly sought-after consultant, Frank writes Fire Safety Plans, Fire Protection Plans and Residential Fire Safety Guides in accordance with NYC Local Law and the Fire Code and is an expert in remediating violations issued by FDNY inspectors.

Frank also coordinates all our firefightings and emergency response training. Our instructors can virtually replicate every course taught at the Fire Academy of the City of New York from basic Firefighting through advanced and highly specialized rescue. These programs are available to federal, state and local governments as well as to the Fire Services of foreign nations seeking to upgrade their firefighting and emergency response capablities.
